Send or Get a file from a remote system using the Unix RCP protocol

Input Parameters are :
Either  -g : get the file           default: none
Or  -t : transmit the file          default: none
    -i : file on this system        default: none
    -o : file on remote system      default: none
    -s : remote host name           default: none
    -p : remote port number         default: 514
    -h : strip the FipHdr           default: no
    -v : print version no and exit

This is mainly for NT as RCP is not a normal WIN program.
It can be used for mixed NT/Unix environments.
